How the hell am I supposed to know? I go downtown about once a year. Had to do a quick deal on a work break. Not a lot of time to scan "downtown" with my magic-insider-in-the-know-where-to-park raygun turned on. Saw parking lot, saw courthouse, and parked. Doubt that my reaction is unique. As I said before, lot was almost full.
Hmmmm. Could that be where the complaints about parking come from? People that rarely go downtown and don't know where to park except the obvious in-your-face parking lots that charge those fees?
Now that I know, I will go several blocks out of my way to park in those lots that taxpayers subsidize.
