What I get from Duncan's ridiculous statement is that he would tie foreign aid to a country's ability to quell the free speech of its citizens. Thus, free speech would be penalized.
Also, if the same concept was used with domestic spending, what would Duncan do about states or cities where protests against government policies occur. Should Tennessee lose federal dollars because people protest nuclear proliferation in Oak Ridge?

When you do things right. people won't be sure that you've done anything at all.
So, Duncan says that the foreign aid figures are understated because most military spending is really foreign aid. And, he want to cut off all foreign aid to countries where people are saying bad things about us and don't want us there. Therefore, we should pull our military out of all the places the locals don't want us. I believe I can agree with the Dumb-kin on something for a change.
