Sounds like a case for carrying a set of bolt cutters in the ol' canoe...
Damn farmers ought not to be letting cattle into running water anyhow. That's environmentally terrible.

Indeed. Outside of coal country, cattle in creeks is one of the most common ways for a stream to wind up on the impaired waters list. Many watershed associations have campaigns going to get farmers to fence their cattle out of waterways. It's a shame neither the writer nor anyone he or she interviewed brought that up.
Technically, those farmers probably need an aquatic resource alteration permit (ARAP) to put a fence across a creek or even to allow cattle in, not that TWRA would know anything about that. It's TDEC's job, and they don't seem to have been interviewed.
